You can raise your mental Attributes (Intelligence, Wits, Perception) with Mind 1. With Mind 3, you can raise Abilities by establishing a mental link with someone who has the desired skill. The maximum level you can achieve is the level they happen to have. If you already have Firearms 3 and delve into the mind of someone who has Firearms 2, you cannot increase your Firearms score with them; you would need to find someone with a rating of 4 or 5.
