Overview
A character who is Vulgar has made some minor infraction worthy of a wrist-slap within the Camarilla. It's essentially acknowledging that a minor grievance has been committed.
Those who are Vulgar may not expend their fleeting Status traits until Vulgar wears off or is forgiven pre-emptively. If someone is Vulgar and receives an additional instance of Vulgar, then they upgrade to Warned.
How Do I Avoid It?
Vulgar is a Camarilla-only status trait. If someone is attempting to mark you as Vulgar and you don't want to be Vulgar, then you can dodge it by offering a Trivial Boon to the directly offended parties.
How Do I Get It?
From The Harpy
Once a month, the Harpy may use their Prominent status to mark a character Vulgar for causing significant offense, such as by being disrespectful towards those of greater station.
Each Primogen may use their Noble status to mark a character vulgar, once a month. Although a Primogen is typically expected to only do that with their own clanmates, they may apply Vulgar to anybody.
The Seneschal may use their Noble status to mark a character vulgar, once a month.
Any character with the Privileged status (meaning the Sheriff and Elders) can mark a character Vulgar once a month.
