Dream available through the following process:

Send in a +request about your character dedicating time to meditate and hone their skills. You will be asked to post a meditation skill roll to the job. Each roll costs 3 Downtime, and each level of Dream costs requires [5 x current level] successes to obtain, after which point you may buy the next dot in Dream.
