The V20 core mentions in the Brujah writeup that a Brujah cannot spend Willpower to avoid Frenzy (see p. 51). Please note that this applies to Frenzy, not Rotschreck.
On that page, it also says a Brujah can spend a point of Willpower to "end" a frenzy that has already begun, but we do not follow that rule: Brujah or not, you can use willpower to specifically guide a frenzy for that turn, which can include removing oneself from the frenzy-causing situation, but you can't spend willpower to effectively turn your frenzy "off".
