The Dominate mechanics start on page 152 of the V20 Core.
Dominate 1 may be used on targets avoiding eye contact. See "Eye Contact," p. 152 of V20.
When used in combat, the target is assumed to not be making eye contact unless the targets player specifically states they are, in fact, making eye contact. As a reminder: you do not need eye contact whatsoever to use Dominate against someone who has a full (3-step) Blood Bond to you.
